 Ports

Sea ports passport sections of Dubai undertake procedures involving entry of seamen, ships and passengers into United Arab Emirates and their departure therefrom. Jebel Ali Port represents a micro-Administration of Naturalization and Residency of Dubai offering several other services that are characteristic to Jebel Ali Port in comparison with other ports. These services include entry permits and residency procedures
There are currently four seaports in Dubai, namely:

all of which offer additional services that are different from ordinary services offered by other branches and sections of Naturalization and Residency Administration, as follows:

  • The ship (carrier)
  • Sailor’s

  • Ship’s arrival at UAE ports
    This involves a description of procedures of ports authorities for issuing an inward clearance for a ship’s arrival at UAE ports
    Required Documents:
  • Ship’s crew list
  • Letter issued by the agent about the ship’s data.
  • Copy of the ship’s certificate of ownership
  • Original and copy of the ship’s outward clearance issued by the authorities of port of departure.
  • Inspection letter issued by customs authorities
  • Letter issued by coast guard authorities for iron ships

    Ship’s departure from UAE ports
    This involves a description of procedures of seaport authorities for issuing an outward clearance for a ship’s departure from UAE ports.

  • Ship’s crew list
  • Letter issued by the agent about the ship’s data.
  • Inspection letter issued by customs authorities
  • Original and copy of the ship’s outward clearance issued by the authorities of port of departure.
  • Letter issued by coast guard authorities for iron ships only.

    Ship’s navigation between UAE ports - outward
    This involves a description of procedures of seaport authorities for issuing an inward and outward clearance for a ship at UAE ports

  • Letter issued by the ship’s agent.
  • Inspection letter issued by customs authorities
  • Outward clearance issued by the ports and customs authorities.
  • Letter issued by coast guard authorities for iron ships
  • When a ship leaves Dubai ports to UAE ports,
  • a letter issued by the port of destination will be required

    Ship‘s arrival at the territorial waters

    Sailor’s joining a ship
    This involves a description of procedures taken upon a sailor’s entry through an airport and joining a ship at anchor at a port or the territorial waters, after a prior approval is issued by the port about the ship’s presence

  • Three forms of entry permit stamped by the airport through which the entered

    Report about a defaulting sailor
    This involves a description of procedures of seaport authorities when a sailor who entered UAE fails to report back on time for the ship’s departure
    Required Documents:
  • Letter of guarantee issued by the ship’s agent
  • Air-flight fare
  • A cash security deposit to be held until the defaulting sailor is apprehended
  • Letter issued by the ship’s master
  • Letter issued by the Section to the Administration with enclosed
  • papers including a detailed description of the incident

    • AED 5000 refundable cash security deposit
    • AED 20 for passengers departure through seaports
